This information applies to all MIRCS Massachusetts Instant Record Check System, the computer application for which this user guide is written users, except Gun Dealers.

SA Subsequent Activity data only matches against active licenses that have been issued to the license holder, which means license applications with the statuses "In Draft," "In Revision," "Pending Review by LO Licensing Official," and "Approved - Pending Activation by FRB the Firearms Record Bureau, a division of the Criminal History Systems Board" will not be flagged for SA. As soon as an application is activated by FRB, it technically becomes a license, and is able to generate SA records which will appear in the SAQ. This includes licenses with the status "Activated by FRB - Pending Card Printing" and "Activated by FRB - Pending Delivery and Issue" even though they have not yet been received by the applicant.

You may, however, still see a license application with a Subsequent Activity warning. This occurs when, in addition to the pending application, the applicant has an active license that has generated a SA hit. The SA warning will display at the top of the pending application and will persist until the SA has been processed. Depending on what stage the application is in, you may or may not need to take any additional action. Please see the table below for more information.

When the Application Status is:

And You Should do the Following:

"In Draft" or "In Revision"

The applicant has another active license that has generated a SA hit.

Complete the application and submit it to the LO for Review.

"Pending Review by LO"

The applicant has another active license that has generated a SA hit.

Review the SAQ and resolve the SA connected with applicant's other license(s). Depending on the outcome of the SA, approve or deny the individual's pending application accordingly.

"Approved -Pending Activation by FRB"

The applicant has another active license that has generated a SA hit. The SA has not yet been processed by the LO who approved the application.

Never activate a license application that is connected to unresolved SA, unless there is a clear and documented reason to do so.

Check the LO Comments portion of the license application to see if the LO has made any comments pertaining to the circumstances surrounding the application's approval.

If there is no explanation, return the application to the LO for additional review, and include an explanation of why you returned the application in the FRB Comments section.

"Activated by FRB - Pending Card Printing"

The applicant has another active license that has generated a SA hit. The SA has not yet been processed by the LO who approved the application.

 

OR

The application (now a technically active license) has generated a SA record.

Verify there is a documented reason for approving and activating a license associated with outstanding SA. If everything is in order, continue to process as normal.

OR

Wait for the LO who approved the license to process the SA. If the license is suspended or revoked, you will not need to take any further action. If the LO takes no action against the license holder, the warning will be removed and you may print the license card and update the license status.

"Activated by FRB - Pending Issue and Delivery"

The applicant has another active license that has generated a SA hit. The SA has not yet been processed by the LO who approved the application.

 

OR

The application (now a technically active license) has generated a SA record.

Verify there is a documented reason for approving and activating a license associated with outstanding SA. If everything is in order, continue to process as normal.

OR

Go to the SAQ and process the SA associated with the license. If you choose to take no action, you may then issue the license to the applicant.
